​The Romanian Government’s ARICE Scholarship Program for the 2025–26 academic year offers a fully funded opportunity for international students to pursue undergraduate, master’s, or doctoral studies in Romania. The Romanian Agency for Investment and Foreign Trade (ARICE) is offering 40 scholarships to international students for the 2025–2026 academic year.

The ARICE Scholarship Program 2025-26 covers tuition fees, accommodation, a monthly stipend, medical assistance, and local transportation. Moreover, there is no application fee, and applicants will undergo a one-year Romanian Language Course for Free to understand the Romanian Language. Applicants must submit their applications by 15 May 2025

The ARICE Scholarship Program studies in a wide range of fields, with priority given to:

  • Agricultural Sciences
  • Technical Sciences
  • Oil and Gas
  • Economics and Business Administration
  • Science and Engineering
  • Law and Political Science
  • Medicine and Health Sciences (limited availability)
  • Arts and Humanities
  • Social and Political Sciences

Note: Programs are mostly offered in Romanian—non-speakers will need to complete a 1-year Romanian language preparatory course.

  • Full exemption from application, registration, and testing fees.
  • Full tuition coverage for:
    • The Romanian language preparatory year.
    • The entire duration of bachelor’s, master’s, or doctoral studies (as per standard program length).
  • Monthly stipend for:
    • Preparatory year students.
    • Bachelor’s, master’s, and PhD students (during the academic year and holidays, but not summer unless academically required).
  • Free or subsidized accommodation in university dormitories.
  • Free emergency medical care and treatment for infectious/epidemic diseases.
  • Free or discounted local and national public transport (same conditions as Romanian students).
  • Post-study benefits extend for 30 days after graduation (if the study lasted at least one year).
  • International travel to Romania is not covered.
  • Domestic travel from the arrival point in Romania to the university is not covered.
  • Other personal expenses or costs outside the mentioned benefits must be paid by the student.
  • All foreign citizens, except those from EU and EFTA member states.
  • Priority is given to applicants from non-EU/EFTA countries without educational cooperation agreements with Romania.
  • Romanian citizens or individuals from historical Romanian communities near Romania.
  • Applicants seeking or under any form of protection in Romania.
  • Stateless persons legally residing in Romania.
  • Members or family of diplomatic/consular staff or international organizations in Romania.
  • Individuals who have already received a Romanian scholarship for the same study level.
  • Individuals with long-term residence permits in Romania.

Applicants need to submit the following documents:

  • Letter of Recommendation
  • Application Forms
  • Academic Documents (Diplomas, Transcripts)
  • Declaration of Non-benefit (Annex 3)
  • Identity Documents (Passport, ID, Birth Certificate)
  • Medical Certificate
  • Curriculum Vitae
  • Photographs

To apply for the ARICE Scholarship:

  1. Review the “Short Presentation” and “Announcement” sections for detailed information.​

  3. Prepare all required documents.​
  4. Submit the application and supporting documents via the online platform.​
  5. Await the selection results, which will be announced around June 30, 2025.

On average, international students should budget around €300–€500 per month, covering:

  • Accommodation: €100–€200 (dormitory or shared flat)
  • Food: €100–€150
  • Transportation: €10–€25 (discounted student fares)
  • Books & Supplies: €20–€40
  • Miscellaneous/Personal: €50–€100

Costs vary depending on lifestyle and city (Bucharest is more expensive than smaller towns).

    ➤ While the scholarship does not cover family expenses, you can apply for a visa for dependents separately at your own cost.
  • Q5: Is part-time work allowed?
    ➤ Yes, international students in Romania can work part-time, but it should not interfere with your studies.
