Hong Kong PhD Fellowship Scheme, 2025: Explained

The Hong Kong PhD Fellowship Scheme (HKPFS) was established by the Research Grants Council (RGC) of Hong Kong to attract the best and brightest students globally to pursue PhD studies at Hong Kong’s universities. Each year, around 300 fellowships are awarded based on academic excellence, research ability, leadership potential, and interpersonal skills. The application process typically begins in September, with the final deadline around December 1st each year.

  • Hong Kong Baptist University (HKBU)
  • Lingnan University
  • The Education University of Hong Kong (EdUHK)

  • 3 to 4 years (depending on the program and university)

The HKPFS supports PhD studies in the following areas:

  • Annual stipend: HKD 331,200 (~USD 42,460+)
  • Conference and research-related travel allowance: HKD 13,800 (~USD 1,770) per year
  • Tuition fee waiver: Available at some institutions or through additional scholarships
  • Accommodation support: Some universities offer hostel accommodation subsidies or discounts
  1. Nationality:
    • Open to applicants from all countries and regions (including Hong Kong residents).
  2. Educational Background:
    • Applicants must hold a Bachelor’s degree with honors or a Master’s degree in a relevant field.
    • A strong academic record and research ability are essential.
  3. Program Requirements:
    • Must apply for a full-time PhD program at one of the eligible universities in Hong Kong.
    • Applicants from various academic disciplines are eligible, including STEM, Social Sciences, Humanities, and Business.
  4. English Language Proficiency:
    • Applicants from non-English speaking countries may need to provide:
      • TOEFL iBT: Minimum score of 80
      • IELTS: Minimum score of 6.5
    • Some universities may accept other equivalent tests or waive the requirement if the applicant’s previous education was conducted in English.
  5. Leadership Potential and Interpersonal Skills:
    • Applicants should demonstrate leadership abilities, communication skills, and community involvement in their personal statements and interviews.
  6. Research Ability and Fit:
    • Candidates must show strong research aptitude through past academic achievements, research proposals, or relevant publications.
  7. Age Requirement:
    • There is no age restriction for the fellowship.
  8. Recommendation Letters:
    • Applicants must provide at least two recommendation letters from academic or research mentors who can verify their abilities and potential.
  9. Application Restriction:
    • The applicant should not have applied for a PhD program at the same university under other Hong Kong fellowship schemes simultaneously. However, applying to multiple universities under HKPFS is allowed.

  1. Create an account on the HKPFS portal and fill in the initial application form.
  2. Obtain a reference number after submitting the initial application.
  3. Apply to your preferred universities in Hong Kong and provide the reference number from HKPFS.
  4. Submit all required documents directly to the universities.
  5. Shortlisted applicants may be contacted for interviews or additional assessments.
  6. Results are announced by April of the following year.

  • Write a clear and compelling research proposal showcasing your goals and contributions to the field.

  • Accommodation: HKD 5,000 – 10,000 (USD 640 – 1,280) per month
  • Food: HKD 3,000 – 4,500 (USD 380 – 580) per month
  • Transportation: HKD 500 – 800 (USD 65 – 100) per month
  • Miscellaneous expenses: HKD 1,500 – 2,500 (USD 190 – 320) per month

Total: HKD 10,000 – 18,000 (USD 1,280 – 2,300) per month
